Travelling in the Netherlands by bicycle, car and public transport

To what extent are the 'user and polluter pays' principle applicable to the users of different modes of transport? This question was studied by the KiM Netherlands Institute for Transport Policy Analysis. The study shows that most travelers pay less taxes, such as VAT, fuel excise duties and motor vehicle tax, than the external and infrastructure costs for their trips. The most important exception to this are cyclists.
